Two Old Soldiers

The WC 3022 just arrived after switching the paper mill,
and the CN / WC 1571 roars toward the same mill with 30 more cars.

Who were the two railfans
with the black car
who saw the WC 3022 arrive
and seemed mighty excited about it;
but didn't wait for the WC3002 that came 5 minutes later?
